The federal requirement

FMCSA ELDT theory

The Federal Motor Carrier Safety Administration (FMCSA) requires entry-level drivers to complete the applicable Entry-Level Driver Training (ELDT) theory curriculum through a registered training provider before moving forward with the related CDL testing or qualification step.

Our part is the online theory instruction. You complete the assigned course content, demonstrate proficiency, and receive a certificate of completion. Behind-the-wheel training is completed separately.

Your course completion is tied to the training record that supports your next step. We keep the completion process clear and organized so the right information is ready when it needs to be submitted.

What happens after completion

TPR submission
within 2 business days

You finish theory

Complete the modules for your selected CDL class or endorsement and reach the 80% proficiency standard.

We issue your certificate

Your certificate of completion reflects that you completed the online theory instruction.

We submit your TPR record

The Training Provider Registry (TPR) submission of your certificate of completion is made within 2 business days.

TDLR & TWC context

TDLR

The Texas Department of Licensing and Regulation (TDLR) oversees Texas licensing and regulatory requirements that apply to regulated services and training. For CDL students, we keep the theory course record and completion evidence organized around the requirements that apply to their training path.

TWC

The Texas Workforce Commission (TWC) administers Texas workforce and career-training oversight requirements that apply to eligible programs. We maintain clear course and completion records so students have a consistent compliance trail.

This is online-only theory instruction. These pages explain how we handle the training record; they do not replace any separate testing, licensing, or behind-the-wheel requirement.
